    How do I update the subordinate city type?

    I have 4 subcities. Only the 1st one had the option to upgrade… a green arrow pointing up.
    The other three do not. They are still “common city”, and they are all level 18 or above.

    QUESTION:
    HOW DO I UPDATE THE TYPE OF SUBCITY?

    You don’t update them. If it’s a white city, it stays white, if it’s a blue city, it stays blue. You can only upgrade the subordinate city attached to your keep.
